Governance

The Tall Oaks Homeowners Association (TOHA) is governed by a board of volunteer owners elected by the remaining owners. The board holds regular meetings to enforce the CC&Rs, to establish a budget, authorize expenditures, collect assessments, problem solve, and oversee maintenance of the common property. The primary support system for the board are the committees. The committees are an extension of the board. They research the needs of the community and make recommendations regarding how those needs can be met. The standing committees authorized by the TOHA board are the Architectural Review Committee, the Landscape Committee, the Neighborhood Watch Committee and the Social Committee

Homeowners Association Board

Purpose:      The Board is responsible for the strategy and management of the community. It is
                   responsible for making all the business decisions that affect the association. It has
                   fiduciary responsibility, legal oversight, and overall management responsibility for all of
                   the association's business.

Architectural Review Committee

Purpose: To represent the neighborhood to secure an attractive, harmonious
residential development.

Status: Only five more homes need to be reviewed!

Landscape Committee

Purpose: To develop and monitor a neighborhood watch program for Tall Oaks.

Duties: Neighborhood Watch Coordinator

- To provide leadership and organization to the watch groups.
- To solicit, appoint and instruct Block Captains as well as coordinate Block Captain Activity.
- To arrange and conduct group meetings with Block Captains in cooperation with law enforcement agency.
- Distribute information from the law enforcement agency to the Block Captain.

Block Captains

- To liaison between the law enforcement agency and the Neighborhood Watch group.
- To distribute information to the members in their neighborhood through flyers, bulletins, newsletters, newspapers, etc.
- To attend scheduled meetings between the law enforcement agency and Block Captains.
- To keep in contact, at reasonable intervals, wit their watch members so they are aware of any neighborhood problems and therefore can alert other watch members.
- To encourage neighborhood participation in the program and solicit members to attend meetings.
- To have updated information and materials for members and new members.
- To encourage neighbors to get to know each other and exchange information.
- To inform crime prevention officer if your phone number changes or you plan to move.
- To inform neighbors of your responsibility as a Block Captain.

Block Watchers

- To act as the eyes and ears of the neighborhood and report suspicious activity to the appropriate persons or authority.
- To check neighbors’ homes when they are away.
- To cooperate and assist the Block Captain and the Neighborhood Watch Coordinator.
- To attend the scheduled meetings.

At no time should any resident place themselves at risk by confronting any individual(s) committing or believed to be committing any crime. The police should be notified by 911 as quickly as possible.
